While not adopted as TIER policy, TIER Chairman Jim Windham and Director Sandy Kress participated with colleagues Don McAdams, Mike Moses, and David Thompson in a year-long project which resulted in the drafting and publication of a comprehensive policy document entitled Common Ground, a Declaration of Principles and Strategies for Texas Education Policy, which was presented to business, education, and political leaders in late 2008.
